This tutorial is about how to Enable Hello Cortana on your windows 10 desktop

1-Hello cortana is a command to cortana so as to make sure it automatically opens cortana and brings up the speech recognition and ask for help

2-You need to enabled with cortana to get the feature (if now watch the video below on how to do)

3-Then Right click on cortana and then go to Notebook - settings

4-Scroll down in settings so as to see hello cortana so just enable that and then for better results just go ahead and teach your voice to her.
